Place a few garbage bins in strategic locations that can carry as much as a regular garbage bag (beside food vendors, for instance). The janitor can use his own garbage bag to empty these bins. There are certainly several places that could use them. As a corollary to this idea, why not give the Janitor access to the mailroom so they can help deal with the disposal conveyors.
