Eh, why not, it would make it easier to identify the person who drawn it (can IPCs make runes out of oil?) here is the flipside, lets say there is a engineer cultist and a vox cultist from a different department, the engineer lets the vox in and the vox makes a rune for some reason and leaves, then security comes but they cant pin it on the engineer since its vox blood but not the engineers blood.
