Cargo isn't exactly a high security department, nor shoudl they really be locking off access to their entire department--medbay, science, and engineering all have legitimate reasons to be able to do so...cargo really doesn't. HoP can limit people because, again, it's a high security area (and this isn't to say every high security area necessarily needs shutters, either).
