Last night, I found a situation where bureaucracy would kill me if I considered it:
After a second row of death/SSD/spess, we had a grand total of two people left in security. I had to shut down Cargo and Mining and reassign the men to Sec, which meant having to process five or six sets of transfers (and one arrest warrant for refusing), in the middle of a crisis of a game that took almost two hours.
Generally, maybe a good HoP needs to be able to ignore NT reps, Standard Operating Procedure and the general opinion of the crew, when doing his job.
