Yes, Nanotrasen did decide that the ship needed a barbershop. Don't question it.
The barbershop is home to the Barber, if one is present during a shift. The dresser can be used to change your undergarments and the dye machine is used to refill the barber's hair dye bottle. The chance of being horribly murdered in this rarely frequented area of the ship is probably low, but it does not hurt to be careful anyways.
