Can a detective install Security/Medical records to a laptop/tablet?

I was reading through a tutorial on the detective, and he mentioned a laptop in hand being super beneficial. I can't find how to actually install the security/medical records onto a loaded out laptop though, or to use a data disk on the base computers to copy over the data? I'm still relatively new, so there has to be a lot here I'm missing. Thanks for helping out with this!
