I feel that special, individual reports should be written by the coroner on fishy cases, like maybe on murders? Perhaps when he gets an odd report that yells something out, he should report it to the CMO, who, in turn, would choose whether the coroner should further analyze and create a unique, hand-written report. He'd give it to security, and security would pursue the case, and if they feel it's a big threat, report it to command. My first suggestion, sorry if it's bad.
